Crystal Reports viewer active x
I found the solution by myself.
The following steps I did:
1. Installation of Crystal Offline Viewer using
msiexec
2. Copying and Registration of couple of Crystal Offline Viewer ActiveX SP2 dll's
CRViewer.dll, cselexpt.ocx, mfc42u.dll, PrintControl.dll, reportparameterdialog.dll, sviewhlp.dll, swebrs.dll
3. Copying and Registration of couple of Crystal Offline Viewer ActiveX SP4 dll's
CRViewer.dll, cselexpt.ocx, PrintControl.dll, sviewhlp.dll, swebrs.dll, mfc42u.dll, reportparameterdialog.dll
4. Copying of the important dll's to %windir%\Downloaded Program Files directory
viewhlp.dll, swebrs.dll, CRViewer.dll
I hope that steps are helpful for some other admins struggeling with that manual installation.

We can do a Clean Boot to make sure no third party programs are causing a problem.

Secondly, we will try to optimize IE for Resolving this problem.

Note: I would recommend you to disable Security Softwares on the computer.

We can also enable the Active X Control by going to this Option:
Internet options> trusted sites> Custom level> Scroll down Active x controls
and plug ins> enable Run Active x controls and plug ins

How to Configure the Internet Explorer Settings to Always Allow the Blocked Content
1.From Internet Explorer, select the Tools menu, then Internet Options.
2.In the Internet Options dialog, select the Advance tab.
3.Scroll down to the Security options.
Enable the checkbox Allow active content to run in files on My Computer.
